Ten Cannots” has been repeated many times since, most notably by Ronald Reagan in a speech he gave at the 1992 Republican convention in Houston.

I doubt that Honest Abe had much opportunity to put these into practice, since most of his time and energy were dedicated to the preservation of the Union by all means at his disposal, including the expansion of government and severe curtailment of personal liberties. I guess Lincoln was a Republican, but just didn't have much opportunity to govern domestically as one.
